If taking Maduro was illegal, why isn't Kelly suggesting court martialing all of the soldiers involved?

Soldiers are required to obey orders unless they are manifestly / patently / obviously illegal. Soldiers are not permitted to disobey an order that they know or should know is debatable because they believe the order is (ought to be) illegal.

Kelly did not simply explain military law; he simplified it in a way that could easily mislead soldiers about how to respond to a debatable order.

I don't know what penalty if any would be appropriate. Civilians are entitled to say technically accurate but misleading things (except in a commercial context). But the speech of military officers is judged by its predictable effects, not its literal accuracy.
